I have to instruct

the British Consular Representative
of the Commission who is about to assemble
there in accordance with sixty articles, iii of
the the foo Convention of 1876.
As stated in that article, the object of
the Commission is to devise some system that shall enable the Chinese Government to protect its revenue without prejudice to the interests of the
Colony.
It is probable that on the part of China attention will be principally directed
